You first let the eu eat all its claims which pushs its capital into the claims the caliphate has. From there you let it eat all of its claims on russia and release whatever it moves to if it doesnt land in the 2 farthest right provinces. From there merge the super eu/na into russia with forward russia who gets a claim on paris and then merge super russia into the combine. This still leaves india, sa and the caliphate however and unfortunately I dont know how to combine them. Youll need a lot of end nation techs and a few others like the one that breaks russia up to do this tho.
No matter if its expensive and very sub optimal, just need it for fun >)
as far as I know most of the techniques were loop-hole closed by the patch-
but I'm guessing it's still mostly viable?

Yeah you can still merge most of the world. If you dont push capitals you can get it down to 4, Caliphate or combine major with one being alone plus india and sa

and - not Quite the same thing, but there's the NATO mod.
the " faction progress/ tech to unlock new federations" is as far as I know just me - and requires some scripting if yo don't want to lock a Faction to a geography -
BUT conceptually, YES, you'd think that would be a KEY part of the campaign-progress
... as is ( short scripting-level mod ) pretty much stuck with the Europa/CK style territorial claim system.
( I've considered a tech or even org that lets you try to get the UN sec council to pull it's head of it's rear )
