EU unification -> UK and Ireland
So I stole the EU (already formed and having the major nations in it), did the same with UK and Ireland, yet I can't even join them to the EU Federation, let alone unify them to the EU (Even though I am consolidated in all places), the EU also has claims on both of them. No wars are going on and they are all alied.

Can anyone tell me what I'm supposed to do? I'm RP'ing a relatively peaceful Resistance and I want to keep my atrocities to the minimum so war isn't an option (though it would probably solve this).

Have you have full Executive control for the duration? Hover over the Executive branch and read very closely. It takes about 180 days or so before you have "Full" control and can start major policies like Unification or Federations. Also, if a former faction removed themselves there's a cooldown to rejoin.
Has the cooldown for them to improve relations with the EU expired? if not then that is your problem. They also need to be able to improve to allied status with all federation members.

Also make sure they aren't federated with each other because the UK can do that as they have a claim on Ireland though you could just merge them in that case and then bring that into the EU.
I'm in year 2033 so cd is expired; executives are consolidated and I have all the control points in the countries/EU

Do you have "consolidated power"? You can see it by the timer next to your flag, top right on country screen. You need it to have executive power for 180 days for both EU and any country you wont to invite

I took over them through coups btw and no timer was appearing on the icon so I guess so since it explicitly says "The Resistance has consolidated control"; in the meantime they both auto-joined the EU, dunno how/why it happened;

I think joining federation must be done by federation leader, which is France. After you unify EU to blob then the blob does the invitation. You can't self-invite yourself to EU!
