According to the wiki[hoodedhorse.com], the lowest military tech level is tech level 2.

just saw a mod in the workshop and apperently 0 mil tech is called primitive

I cheated and made a nation with a 1 tech level (pre industrial)

game crashed when i clicked on the army, seems there is no art asset for pre-industrial armies.

There IS art assets for level 2 (industrial) which is WW2 era tanks.
