Peacefully unite/split countries
So is there any way to unite or split countries which I have totally controlled?

P.S. Unification by war is much, much more superior in all cases except when you're lacking claims on all regions of country (in that case war will give you only claimed regions while diplomatic unification could give everything).

Only if you have a claims : country A should have claims on (at least) capital region of country B to able to unify B into A.

Most claims are hidden behind social research (begin with Arrival International Relations).

Ok. F.e. I have controlled 2 countries. Both are members of Eurasian Union - Russia and Kazahstan. So, As I understood Russia from befining have claims to whole Eurasian Union (and not only). How Can I unite thise 2 countries, I don't find anything for it in relations management.

Yes, AFAIK it's available to almost all types of councilors (or even all - don't remember any agent without it).

Also a hint: Open diplomatic relationship window for your country and hover mouse on flag of country you want to unify. Game will show all conditions to go war with it, invite to federation or unify it. Everything red - is bad and blocking you from doing it :)
