Caliphate not triggering, could be a bug?

I have taken control of the middle east and now planning to form the Caliphate, problem is it will not trigger.

I understand that you must cede Jeddah from SA to then fed the Caliphate into existence then eat everything. This however is not an option, Jeddah will be be ceded.

Jeddah was subject to a nuclear strike during a prior alien invasion many years ago so the pop obviously is quite reduced, could this be a factor?

Looking for any tips from my knowledgeable bros, this is grating. All territories have consolidated authority. Hoping am not bugged lol.

Not sure if it's intended but Caliphate doesn't seem to have a "home" territory so it needs to be generated by a breakaway country. You can try running destabilize missions in the middle east, which seem to be able to create it in a country breakup on any nation with a calaphate claim.

Alternately Completing United Arab League out of Egypt and then absorbing it into African Union (I think it's called) out of Ethiopia also allows you to Unite almost all of Africa and Middle East (you just miss out on Iran and Afghanistan, which I think are included in greater calaphate).

Unrest it is then, wish the game would clarify such things a bit better, I had trawled reddit for some answers and you sir are correct I think.

Easier options is just take Saudi Arabia and cede territory to the caliphate. Now begin the unifying.
Least that works after you get the tech, far as triggering the tech I'm not sure. That's worked on my current game.
