Federations/unions is confusing
I hold most of europe but cannot have Italy join? The alpine states also cannot join.
Why is this "who can join who" so utterly restrictive and retarded?

do you have those nations allied to the EU first? you can't unify non-allies.
There is a cooldown when you take over the executive branch of 180 days. You can also see the requirements by hovering on the flag of the country. In this case hover the Alpine States flag in the France/EU relations tab.
Press the "Manage" button on the "relations" tab of the nation overview sheet. In the sheet that now appears, the one where you manage that nation's alliances and rivalries, hold the mouse pointer over one of the checkboxes. The tooltip that appears will give you all the information you need. Quite well-hidden for such crucial information, but it's there.
First is the "consolidate" executive cooldown. Next is the diplomatic cooldown depending on when they left the federation. Then you ally with the everyone in the federation. Yes, EVERYONE has to be allied or eligible to ally. If one of the other factions holds one of your federation members, they can block another country from joining the federation by refusing to ally with that country.

After that you wait for the cooldown again to get them into the federation. Then another wait to unify.

I sometiems see EU i nthe cooldown, but once hte cooldown passes, no options.
I made damn sure the nations I want to merge are allied, NOT at war wiht anyone and under my control.
So it probably is one of hte other AI-controlled allied countries that I need ot kick out.
It was a bit confusing for me at first, then after learning about it all realized its easier to just declare war.

A lot of time this is the solution. Especially if there are large miltech differences between the two.

I once lost 0.6 Miltech when I unified the U.S. with Canada.

Another requirement:
every other country in your federation shouldn't be a rival with country you like to join OR being in diplomatic cooldown with it (for example - after you'd stopped their rivality you will need to wait for cooldown to pass).

So far the only merger I have done that was worth waiting for was forming United Arab League. I took everything else with war, Israel I absorbed peacefully. Its militech was slightly higher, and had a nuke program, so if the lead nation has a nuke also, it gives you 2 nukes and it brought Arabs militech to what Israels was. So waiting was worth it in that case.

Another reason for peaceful unification - if you don't have claims for every region on target country.
You have to have a "claim" on another country to unify. And this you get through the research tree.

I hardly ever fought a war and collected all with my agents ..federation and claim research.
So I have all of North America unifide, All of Europe inclusive russia and I am working on China and India. All those 4 are in the European Federation. But I can't unify them ... yet.
I hope that there will be a research for that.

What disturbs me though is that Europe = France/Paris.
In my first game I split Europe and build a German Federation (Freistaat oder sowas) instead to not have Paris as the center of the world. However that seems to be a hard way to go and I wonder if you could unify the world that way or it ends up in a dead end.

Can Canada be absorbed without destroying the USA's militech? Or is it something you do if you didn't raise the USA's militech to begin with?

Well I don't really care about the millitech to be honest since my Army serves no purpose.
I don't have wars and the aliens can't get a foot on earth anymore because I always intercept their fleets.

But I believe that the unification with canada dropped the tech significant and even more with mexico to panama.

Still though there is only india that has heigher tech and I grabbed it easy with the Agents.
Once you have full 25 skill Agents it's too simple to take any country just with the coup action in one turn.
