Also bear in mind alien lovers gain hate when you kill xenos so no point trying to get along with e.g. Academy, they'll be back to hate after a while anyways.
It is possible that I am confused about the distinction as it applies to the game mechanics. What I want o know is how to stop Country A (Japan, which I just took with a Coup) from being at war with 5 Countries (all in control of HF whom I am 'In Conflict With') when it says 0% Chance of Ending War on Set Policy Screen for Japan. The icon that shows War is strangely inverted in color with Red Sword on White Background with no 'Time Until Relations can be improved'. Do countries have permanent Wars/Hate that transfer over to new owners or am I experiencing some kind of bug/misunderstanding something I do not see?

This is the same thing with the US flag.
I think there's a mechanic where you can force a war to end by conceding ownership of some territory the enemy has a claim on, but that probably doesn't apply here.
But other than that, you can't force peace and it's likely the other party doesn't desire peace. Largely phony wars can stretch out for years this way.
If the war is really bugging you, go seize control of the leading country on the other side of the war. Then you'll have no trouble getting them to agree to end it!
