You then click on this button and then go and click on the region of an enemy (or one of your own with an enemy army on it) and then give the go ahead to launch.
Fair warning, any nuke launch on enemy territory of another nuclear power will result in them nuking your territory. You will not have a fun time if this happens.
Not very advised as it destroys GDP but good to know. Also don't nuke a country who also has nukes or is allied to a country who has nukes, or you, and the world too, will pay it dearly.

I'll have to look next time I do a run. I knew it must live somewhere. No saves for the demo to reload unfortunately,
I had engineered a war perfectly that I could that I walk away from but then I couldn't find the button to push and my own allies nuked my agents who were frigging about instead of being somewhere else.
