First unify all of EU and Eurasia then unify both of them.
Word of warning. Make sure your councillors have high science before unifying giant nations. If you lose them to mind control it's basically impossible to get them back.

You can skip all that business and just declare war on Russia you only need to conquer the capital and it will immediately assimilate Russia if of course you have claims on Moscow. But conquering instead of assimilating gives a huge unrest spike so be ready for that.
It's actually a stronger option I think - since you have claims on Central Asia they won't ever break away.
Also you have a bigger option to expand that federation - get Iran into it - Iran's project gives it claims on Azerbaijan and Qatar/Iraq. Then you can form Caliphate, feed all of Arabia and North Africa into it and also get it into the same federation. Next developments of Caliphate let you feed Iran into it, East Africa and a bit of India.
In the end you have 1 billion people in mega-Russia and probably 2 billion in Caliphate. And I think you can in theory fit China's Pan-Asian Combine into same federation because Russia and China will share a claim on Mongolia. But how would you get enough control point for all of that?
Also american union can join the federation too, because of Alaska claim.
