Option to invite Norway into the EU vanished
In my playthrough I had full control of France, and one control point in Norway. The option to invite Norway into the EU was available as a Set National Policy in France, but it only had a 20% chance. I figured it would help if I grabbed the Executive control point in Norway too. Once I did, the option to invite Norway was suddenly gone (I can still invite Brittain with 0%). It's not in the cooldown list either, for either France or Norway.
Any idea what happened here? Can I get the option back? And if grabbing executive control points in both inviter and invitee isn't how you're supposed to get alliances accepted, what are you supposed to do?

You need to keep your Executive in control for 180 days after takeover.

There's a cooldown to consolidate your hold over the executive after you take it.
if you have all the point you can invite into the federation then unified also if you check france and go on the policy icon you can see when the option will be available again

I've seen that bug. After I consolidated the executive (180 days) the option came back.

It isn't a bug - it's a dedicated limitation, mentioned in CP tooltip & diplomacy tooltip as a prerequisite for joining federation.

You have to hover over the executive to see the consolidation timer.

No. The national policy tooltip only shows the diplomatic timer between countries. Just because something doesn't work the way you want to doesn't make it a bug. It's more of a design oversight if anything.

Do you saw diplomatic action details for a big superpower in a middle of war/annexion? Extra details will bloat it like a crazy (and it's already bloated).

In same time detailed diplomatic tooltip about country showing all timers and prerequisties.

I mean, I can see why it was done this way. Technically, implementation-wise, it's a different cooldown timer.

But from the player's perspective, it's just a cooldown before you can take the action. All the cooldowns should be included.

Okay, so I waited some in-game time, and if I hover over the Executive control point in both Norway and France, it says both are consolidated by me. But I still don't get any option to join the EU, on either Norway's or France's Set National Policy.

I learned since yesterday that if you hover over a flag in a country's relations tab, a tooltip appears with all the conditions for alliance, federation and unification.
