My suggestion is that if you have unlocked Mars is to expand there and save up some cash and boost to send your modules from Earth. Hell, if you have the asteroid belt unlocked search for an asteroid that gives a lot of the metals you need.
If you have no minerals, places far away can get costly as hell. In my first time i did not know about the moon and had to calculate 200 rockets only for a mining modul to mars. The rest of the place not included.
Take the moon, then mars.
I would only farming anti matter and cash, then trading the other with everyone else.
No base equal no Base defending RNG, no headache. Let the AI take the headache.
If it owned by your enemy faction, take it from them.

Not quite sure what you're trying to say here. Is the option available but you're missing resources?
Or is the option not available - in which case you simply need to research it. The mining complex isn't automatically included with the outpost research IIRC.
Yes thats correct Jupiter is the home too Antimatter and aliens do not want you to get near that resource... its their resource and they will clobber you over it....
Earth is also Anti-Matter the Van Allen Radiation Belt in Mid Earth Orbit also has anti-matter. I also learned you can actually build a station in the Jupiter Lagrange without auto triggering hostilities so you can pre plan by building the base with a ship yard and constructing a bombing fleeting ready for when you engage the kill switch
You don't need to nit pick here the point is Jupiter is Antimatter rich and the aliens covet it... Don't get tied down in trying to pick apart a statement....
