Spoils
I haven't been investing in spoils all game as to avoid enviromental damage and inequality rise, I've managed to significantly reduce the inequality in the US using this method (Though I have no idea if this has any meaningful effect on gameplay), but I seem to be lacking in cash for my direct investments, should I forgo this strategy and just start dumping into spoils?

What you can do is use funding (same as spoils but less effective) that does not hose the country or more commonly, find orgs and councilors that give money. Also, keep an eye for orgs that cost econ, they can be lethal to your economy. I once stole the CIA and the NSA from an enemy and it tanked my econ by 500 points a month.

I wonder if the opposite would be possible.

Grab a giant nation, ruin it by spoiling for years and keep investing in those tiny countries getting maxed out mission controls, armies, etc.. In every one of them then start mergint into a big block once you're done to improve the population as a whole.

Spoiling too big of nations is a surefire way to melt the ice caps. Climate change damage is no joke.
The problem with developing small nations is that you can't hold them. The only nations you can keep control of are the giants.

Solar powered mercury nano fabricator platforms solve a lot of cash flow problems. Earth hospital-farm orbitals also kinda work.
A tiny amount of spoils from US and EU has been keeping me afloat from a constant -40 income a day. Clean funding and Nanofactory isn't enough to pay for the mission controls on Mercury to build ships plus ship upkeep.
