Academy has Pan-Asian Combine without pre-requisite tech?

Just clicked over to China and was shocked to see that China and India are part of an Academy pan-Asian Combine, but the global tech Great Nations hasn't even been researched yet. Is this a bug or can the Academy just do all unification techs without researching them?

check what regions the have join claims on to federate. all the great nation tech does is give them more claims, so if they could federate on some other piece of land than what the tech gives then it could very well just be called the pan asian combine regardless

ohhhh so what you're saying is that because india has claims on china or vice-versa they can form the Pan-Asian Combine before the tech is researched?

There is a China-India federation for all factions at game start.
I've used it as Resistance in the demo.
I am using it as the Initiative right now.

It cannot unify without the tech.

ahhh, gotcha - just freaked me out bc the name is the same as the tech you can get later for them
