When can armies deploy overseas?
I control five armies in EU and three in China. Both nations are allied with Somalia. I need to move those armies to Somalia to help out with a war against USA. EU and China are not yet formally at war with USA, so naval superioirty should not play a role (right?). All eight armies are stationed in costal regions, but only some of them can deploy to Somalia: three from EU and none from China.

So why can't I deploy all armies to Somalia? The mose baffling part is that some European armies can go there while others can't. What am I missing?

Thanks, that explains everything. Also ♥♥♥♥♥♥♥♥♥, progression in this game is so slow. 100 investment per one navy point...
