How does Navy work??

So, I did do some research, and I went and built a navy for each army. My armies have the little naval symbol next to them, indicating they have an attached navy.
Now, after all that work, I, as the EU, wanted to invade India who was under full servant control. I had 8 naval score, they had 0. However, somehow they blockaded me??
It's only me and them in the war as well, so I am really confused.
How to I break the Blockade?

currently in my game the alien invading army is blocked in south korean i can't move any of my navels because his navel score is higher than mine, but he can't move out of sk either because the combined navel score of all the nations he is at war with is greater than his, so no body can move, and no body can end the war with alien either because they will get out of their south korean jail and kill everybody.
