Last Councilor Slot

Anyone know which research to get the last councilor, or how do you get the last councilor?

I've got a 2 heavy hitters and need the last locked slot for a scientist and i can't fire the others just yet.

You can search the tech tree to find the tech but it takes a while to get. I got it around 2035.

oh that sucks, i thought someone would know what that name is. i know it says covert operations but i cant find it on the tree

Use full tech tree option, it's a project, so it only appears on the full tree.

And once you've found it, you can right click on it to open a specific tree of only the required techs to be researched.

you can get this tech really fast, issue is - all factions will get one more agent, this means, that instead of 5 agents running propaganda in USA, you will see 10.

The slot literally tells you the tech name: Covert Operations. If you search for it in the tree, it'll show you which tech unlocks it (it's Quantum Encryption).
