So what you want to do is to change the resting point of cohesion. Unity doesn't help with that.
Inequality does, reduce inequality and the cohesion resting point will increase.
Hover over and see what the resting point is. Normally the quickest way to boost it is a war with someone you don't plan on fighting (+1 for each war, +0.5 per rival up to 3 rivals within 1 CP of yourself). Long term way to address it is high public opinion in line with the control points and reducing inequality (-3.5 cohesion per point). Knowledge also pulls it to 5.
