Why can't i unify countries i fully control?

So... at the start of the game - i took control of France, and took control of Benelux and the Alpine states

I wanted to save some control points and unify those countries so i could expand, but everytime i set a national policy in France... the "Unification" option is gray

Why is that? Is there a new requirement that's not listed? It used to be my go to strategy for getting ahead - getting all of Europe and uniting it, but it seems now i can't for some reason...

You need to have consolidated power on the execs of both countries. Something like 6 months.

It still works. It just slows uber-EU a year or so.

Well, more than 6 months have passed

And i can't unify. Do BOTH of the countries need to wait 6 months? Or is it a year? Since it's August, and i got France in... October.

Both countries and I can't promise it is 6 months its whatever the consolidate powers ticker says.

And honestly there is an ish involved too. Something else is going on that I cannot quite explain but it will eventually work.

Oh, where is the "consolidate power" ticker, exactly? I can't see it

And how can i see whose a leader of a certain union, like the EU? Yeah this put a bumper on my strategy to the point where almost every faction is racing ahead of me. I've been practicing this strategy so much in the demo because i wanted to try out space ship combat and now i have to re-learn everything... sucks, man.

Hover the executive control point its in the tooltip

Consolidate power ticker is shown on the Executive control point, buried towards the middle section of that long tooltip. I still fail to unify Russia and Kazhakstan though, despite both being consolidated. Not sure what's up with it.

Yeah, it's pretty much ruining my game ATM, since i'm lagging behind because it was my plan to unify most of the major EU countries. Even skipped Russia because of it, then realized i made a mistake...

You can see the exact unification requirements in the parent nation's foreign relations tab. Relation -> Manage -> Find the country you want to acquire -> Hover over the 'Ally' checkbox.

When you first start the game there's another timer that means you can't unify or leave the federation until September 2023
