Oh i also think Vulkan shaders might've been the culprit -> this time saw dialog for vulkan shaders being generated for the first time

Better, but still not a too fresh OS. If you are using mesa this time, you should at least upgrade it from the kishak PPA - that 6900XT deserves it. How-to: https://itsfoss.com/install-mesa-ubuntu/

I wish there was proper radeon software package for Linux like in Windows as well, along with something like MSI Afterburner and/or Ryzen master.

every time I tried to start. I tried the Proton-QT recommendation upthread, but no luck

Using Linux Mint 20.3, graphics Intel UHD Graphics 620 (on a laptop)

You could try upgrading it to Mint 21.0 It has much newer kernel and mesa.

Btw, the game itself is a bit buggy at the moment. Even if you will be able to launch it, you may experience CTD-s. Hope they patch it soon.

Apparently your first councillor is supposed to be from your own RL country but that's tied to your system's localisation, at least with proton. You can work around this by setting the launch options to, for example "LANG=ko_KR.UTF-8 %command%" to get a starting councillor from Korea.
