I guess if you max out the ressources you still get a... 3% chance? Probably around 10-13% if you had the stats to 25.
The only other way would be to... turn a councilor, check the opponent's missions and try to kidnap a few of them so that they are not in operation at the six month mark but it still seems a bit random, as the kidnapping times are quite short.
