once you grab those 2 you get plenty of orgs every month you can buy, might even get lucky and find a few adm orgs

It does put you in conflict with the faction though so maybe don't steal from everyone
Someone will always have you on their ♥♥♥♥ list. Steal from them...
To go back to the OP I've noticed this too, the AI is ful of the cheap orgs while I only have the 200-inf government agencies.
Is it maybe that the limited list prioritises orgs that need a CP (the expensive ones) and if you expand too quickly at the start that fills up your list and there's no room for the cheap ones?
However that RNG does get better the more you contribute to the research of the global tech! Definitely always check what the global tech unlocks and kick some research towards it if you need it.
