Are you sure there isn't any minimum time in control of the country to leave the federation ? There's a cooldown for most diplomatic actions.
Did you find a way? Maybe it works to leave the european union.
You have to use the councilor mission set national policy on the country in question, there you can choose to leave your federation.
but probably russia will attack you, so dont forget to take save before that.
Maybe there's a way to get there, but the UI for this SUCKS! This game is already crazy-complicated without these inane rules that nobody can understand and you can only see via mouseover.
When selecting a country there will be a small symbol on the upper right with your faction's symbol or commander. It will show how many days you have until you gain consolidate power (180 days after taking the executive point).
If you mouse over other countries in the relations bar you can see some of the policies they can do and what blocks them.
So it would make sense if chancellors would be able to make claims on neighbors
