cant crackdown final control point in the USA
My counselor has 14 investigation. The control point is undefended. I have over 50% of the popular support. But even spending 64 influence points, it gives me a 25% success score.

The AI get 2.6 points for "council administration"
2.9 points due to their ~20% popular support
and a whopping 26.1 points due to the size of the economy.

This final control point is for the mass media and I own the rest.

How am I supposed to get rid of this final control point?

I am constantly trying to reduce the unrest, increase popular support, and increase my investigation skill... But its just going back and forth at this point with the AI.

Well, doing the crackdown at 25% is a perfectly valid option. Assuming you can afford the influence expenditure.

Ramping up your popular support is the main way I'm aware of to build up your chances for that kind of attack, but if the enemy isn't letting you gain ground there it isn't going to help.

"Council administration" means the aggregate (average?) administration stat of their council members, FWIW.

Well, with 25% chance, eventually you'd succeed.

And "council administration" means the administration stats of the defending faction's agents. You could try capturing or killing them or hostile takeover to take their admin orgs.

But mostly I think you should get higher investigation. Maybe you can take some good orgs from other factions.

Change tack. Usually the AI (like you) tends to be pretty close to their Control Point cap. This means if you detain a councilor with high Adm/Com/Per you can tank their cap by 30-50 points. Which will make it easier to take the point/crack the point. If you've got enough investigative councilors you can detain multiple councilors.

It is possible they will abandoned some territory but given detaining only lasts a turn it would be a poor choice.

Just to check, do you know about the neighbouring country Control Point bonus?

You need to grab Canada or Mexico for the neighbor bonus (more nodes, more bonus), depending on how much you want spoils, and start spamming campaigns in US. And yeah, finding and detaining any of their ADM Councillors to knock down and hopefully send them into the negative control points.
