Ramping up your popular support is the main way I'm aware of to build up your chances for that kind of attack, but if the enemy isn't letting you gain ground there it isn't going to help.
"Council administration" means the aggregate (average?) administration stat of their council members, FWIW.
And "council administration" means the administration stats of the defending faction's agents. You could try capturing or killing them or hostile takeover to take their admin orgs.
But mostly I think you should get higher investigation. Maybe you can take some good orgs from other factions.
It is possible they will abandoned some territory but given detaining only lasts a turn it would be a poor choice.
