Requirement for the following global techs - Projects questions
So I researched Arrival International Relations which states that:

It says it is the requirement for the following faction projects: East Africa Federation, Restored Warsaw Pact, Corridor Diplomacy, Common Cause.

But I haven't receive any of those projects.

I did little bit of research and find out that those might show up via popup as time passes but I wonder if someone knows exact mechanic how this works.

I've got couple of question:

1) I waited about a year and only one of those popup Corridor Diplomacy. I doubt this is a case but you can get others as well it is not only one of those?

2) If we look at the Restored Warsaw Pact it says that Russia gains a bunch of claims. Does it mean that I need to control Russia for this project to popup? or could it pop up while I don't control Russia so I have a project and then I can go after Russia?

3) Other things than your portion of research spending that affecting how fast you will get a project to work on?

4) Can those be given to multiple factions. aka if I got Corridor Diplomacy will other faction be able to get it as well?

5) Restored Warsaw Pact is mention on two techs as a requirement: Arrival International Relations and Forward Russia. Does it men I need to research both to get a chance to be given the project?

6) Any other things you know about this system please let me know.

Common Cause has a second prereq: Arrival Law. You need both.

I don't think you need to control Russia to get Restored Warsaw Pact, because I have never controlled anything in the middle east and I have The Caliphate.

I don't know why you don't have East Africa Federation, but I don't either, many years after researching AIR.

But sometimes it just takes a while.

Federation projects usually require a foothold in the region.
Warsaw pack requires some level of control of Russia and expansion/unification of the EAU.
EAU requires some control in east africa.
Unless a projects says it is only complete able for 1 faction. Other factions will eventually be able to unlock and complete it. Global research IS global. However it is possible that you will never see some projects because they are single faction locked and someone finished it first.

I did some test. Only couple one so not inconclusive but at least give me some idea how could this work.

I focused on the Restored Warsaw Pact. I rushed Arrival International Relations I didn't have any control point in Russia. I was never offered Restored Warsaw Pact as a project.

I restarted and got all control points in Russia when I researched Arrival International Relations I got offered Restored Warsaw Pact almost immediately.

Sample size is very small but it seems that it matters

I wish the projects have a transparent list of requirements. Including tech and any other you need to meet in order to have a chance for it to pop.

Yeah, after thinking about this I've changed my mind. I think you do need to control related territory to get the project, except for a few exceptions like The Caliphate.

There is also a possibility that some techs have only a chance of appearing, and if they do not, you have to wait until you can do the future researches which in turn force give you a random tech from their catagory, letting you go back and fill out your tech tree. There is a tech that increases your chance of a tech occuring.

Yes agree. Maybe all projects have some base chance to pop up and there are some modifiers you can apply to increase this chance. That way this system would work similar to other systems in a game. Basically every agent interaction is like this. Control nation base based on the stat, add pupbic support, control points in neighbours to increase this chance - roll a dice.

In this case maybe controlling Russia's control points increases the odds.

I don't have time to test it more but I think I seen some mention about mods and maybe it would be good to see how one can mod new projects and what options there are.

Its more likely to have to do with you cannot expand a federation you do not control.
Warsaw is a Eurasian Union expansion.

From a quick look at TIProjectTemplate.json, I think all the national expansion techs require you to hold the capital of the nation in question.

From a quick look at TIProjectTemplate.json, I think all the national expansion techs require you to hold the capital of the nation in question.

I got "Free the Chinese Mainland" (or something similar, don't remember the exact name) without controlling Taiwan, so I think controlling any territory of the future combined nation suffices. At least in some cases.
For the breakup [nation] techs you definitely don't need to control anything at all, they clutter up your choices all on their own :[
