At least for me, the option is always greyed out. Even if I have a turned agent in another faction.
You need intel on their research before you can steal projects from them
they might not have a project you don't already have available
You can see all the projects they have, if you turn one of their agents.

Yeah, it is misleading. Its the same as claiming as copy a game is stealing it. Its misleading, because the other fraction does still have the project. You just copy their knowledge regarding it.
It's useful if you want something like Fission Reactor IV without researching I-III yourself.
