wasting agent on Advice before you reached other goals is bad plan, you should dismiss it and pick agent suitable for your current needs.
Late game you need operatives to neutralise enemy agents.
kay, you can keep scientist for 2 years before you have ever single mine and then he will shine for sure.
science application are extremely limited and you do not want scientist as core agent.
also you may want astronaut that have scientist and officer abilities at the same time, you can ever roll all science related perks on astrounaut.
Interesting thought. I might try it out to bump my EU scientific power house. Normally I am busy manipulating the world order and consolidating EU, while fending off alien menace.
