yea basically, but you can only declare war on them if theyve taken over the country they land in. if you want to attack them before they take it over you need to be an ally of said country or declare war on that country itself. also, you can just attack them normally if it is in your country

Is that after researching the tech that lets you boost further, or before?
Like when i tried to detain an alien agent, i had 1% chance, maybe 17% with max boost.
Investigate the alien until the spy said "I know the alien agent more than the alien"
It rose to like 34% with maximum influence boost.
Not really helpful but i guess better than nothing.
The servants and the aliens are very good at one thing: to increase the unrest in their areas to an amount, that they will revolt.
You can help with that, too.
If you cannot beat their armies:
Let them have their areas. They will lose them by themselve quite fast again.
