Unless you completed a project to form a Scandinavia federation, or are unifying the EU (from France) I am not aware of a way to unify Scandinavia.
For instance, to make the EU "nation" you have to control France. If you control every other EU country, and wanted to make a servant excluding EU headed by.. well, anyone other than France... You're out of luck. This feels overly limited.
Anyway, I know some people are concerned about spoilers, but for me, I feel like it's not a spoiler to know that a particular unification option is available. This is more a matter of understanding the limits of the game, and the open avenues of play. If anyone could annotate the known options and the keys for achieving them... This feels a lot more like a UI/tech pathway issue than a game objective kind of thing. The goal is clear, it's just a matter of how to do it within the game's interface.
Either way, I imagine we'll see more super country/unification options made available as mods as time goes on. Assuming that's within modding caps.
