Your issue at that point is one of time, time for a constructed building to reach the target. This is where the facilities that can build come into play. Get one of those out somewhere, and then IT can build the new facilities and drastically cut down on the time to deploy new structures.
Boost though should absolutely not be a significant consideration after the early game, unless you're missing a construction material.
Does this mean when I want to build my first module on Mercury I have to pay with boost unless I have a station with a construction module nearby? If so, how far is the range? Would a station at Sun-Venus L5 count for Mercury & Venus?
