question about collecting cigarette cards

i wanna collect cigarette cards as arthur but some of the cards are in blackwater. i dont wanna get shot and die. which collection doesnt require me to go to blackwater?

Just go to a shop and buy premium cigarettes. Discard them and buy more. You will collect every card you need in no time.

i currently have 99 premium cigarettes. i cant buy anymore. do i need to use all to buy new ones?

Just discard all 99 and you can buy until you hit 99 again, discard all, repeat until you have the cards you need ;)
