why can't you dive underwater?
so this is arguably a pretty inconsistent thing you come across in red dead redemption 2. not only is swimming difficult because main character's stamina runs out extremely quickly, but it's inefficient without a boat and you can't dive underwater to explore what lies beneath the water. this is strange because in older rockstar games, let's take san andreas for example, back in 2004 you could dive underwater and this game came out in 2018. even in gta 5 you could do that, so you'd expect mechanics to transition to their newer games and they just downgrade and ditch things yet again. strange how they ended up deciding not adding underwater segments.

Cause this isn't GTA5, there is no under-water exploration and there is zero need in the game to go into deeper waters. Most of the waters you do come across are fairly shallow anyways.

Killing water snakes.
They go under the water and you can't retrieve them thus missing out on a perfect snake skin.

There's many ways they could have added content to make it practical too add more feature's such as prone and diving for lobster traps or fishing traps, back in those days walking under water and using hemp stocks too breath was a thing, just like using bamboo as a breathing tube.

The settlements of the era depended on trade and technology, those historical elements seemed poorly implemented just like historical information regrading ancestors of my family (Native Americans.)(,,Survival in those days meant staying near water for clams while hunting for GAME'')

When a rock was the best way to hunt for ducks over 200 years ago and not scare every living creature in a square mile with a muzzle loader.

The realism based on firearms used in the game based on commonality in the realistic perspective terms would be muskets, since you would have to be a gold miner or sell a lot of cattle in those days to be able-too afford mechanical firearms and it was far more common that blacksmiths copied objects along trade routes.

Going prone or crouching seems non-existent in GTA 5 and there's no real survival in Red dead online or the base game with out doing extensive programming, or violating the user licence in some way.

Development feature programming planning seems disconnected on good communication too fill the voids in the world, to make it sense-ful to create objects that have functional programming be-hide it.

Thousands of objects in the game with unused potential.

Short answer: scope.

Diving underwater likely went beyond the time-and-budget allocated to this game.

-or-

If diving underwater was originally planned for this game, it was probably one of the first things "dropped" in order to get the game released "feature-complete."

More features are always welcome, but don't forget, the developers gotta release the game at some point. XD

I would say not all water-snakes in all areas can be had because some areas dip sharply into deep enough water that the character is forced to swim instead of still touching the bottom and able to walk. But in MOST areas I've had no issues being able to kill a water-snake and be able to get close enough to where I can have the Grab/Pickup option, then go ahead and Skin it. Or in the case of RDO, shoot it with tranquillizer, go into the water and move against the snake and push it closer to shore and then be able to take a sample just fine. There is some strategy to it though. In the case of pushing an animal to shore that you can not lasso though, you have to be quick about it before it falls to the bottom. Once it goes to the bottom, you can pretty much forget about being able to push and/or move it.
