The game is too dim/dark?

Yesterday when I was playing it looked good and fine, I have HDR on and the game automatically also gets HDR on. But today the game looks really really dim, I even tried increasing the brightness in settings for HDR both for game and cinematic. One thing I also noticed is that when I start the game, it also dims my entire screen (I alt-tabbed to test it), but when I quit the game, my screen brightness goes to normal and looks vivid and clear. Any fixes?

HDR is buggy in this game, doesn't matter if you use Vulkan or DX12 they have similar but separate issues... For me using Vulkan the in-game HDR setting only appears in fullscreen mode but looks too washed out. If I switch to borderless widowed mode it will just turn off my windows HDR, unless I set a specific graphics setting in nvidia control panel (vulkan/opengl present method -> prefer layered on DXGI swapchain), and even then the HDR setting doesn't show up in-game but with it working in windows at least it looks correct.

yeah, I just turned off HDR entirely, I also realized that it changes the color contrast in some games drastically, like I realized this after taking a screenshot in GoW Ragnarok. The background in the screenshot was blue and had a blue hue colored scene in the game but the HDR made it yellow and bright..
