i just found this guy with the herbs and when i was leaving he called arthur by his name, after that he disguised what he said.

He's just an Apothecary ( a guy who formulates medicines ) interacting with him will reveal the qualities of various plants and give you a small reward for helping him out.
Nothing nefarious.
