From games that I played : Commander Shepard is more epic than Arthur.
So, I guess the answer is no
Michael from GTAV is pretty much just Neil McCauley from Heat if he retired and went through a midlife crisis. Michael is pretty much Neil realising that his personal life is an absolute disaster not because of any "Don't let yourself get attached to anything you are not willing to walk out on in 30 seconds flat if you feel the heat around the corner" mentality, so much as he is a narcissistic arsehole who is surrounded by ♥♥♥♥ people because they are the only ones who will tolerate being around him.
Arthur is a spectacular character. Rockstar did a great game of mixing comedy and tragedy.
In the space of a couple of missions you have him and Lenny getting drunk and hilarious quotes like: Lenny "Well, why ain't you never married?" Arthur "No one would have me". Then in roughly the same mission set you are potentially going to see Mary Linton and exploring the 'one' who wouldn't have him.
Personally, I think it is the tragedy that makes a character truly great. But that is deeply subjective and down to personal tastes.
Just another world-saving messiah with a gun. Nothing new or especially exciting in that main character.
It may just be my poor memory but I can't remember a single line of dialogue from those three games.
Arthur, when not around Dutch, made up his own rules, fought for his own causes for good and bad and all his ideas were mostly answered with violence. Throughout the game Arthur killed and stole when he pleased, and often with great pleasure. Mostly Arthur just did what Dutch ordered his to do. The only cause Arthur kind of stood by was, he stood up for what he deemed injustices towards his gang/family and only helped cos he was dying. I bet if he wasn't dying he would have still been beside Dutch till Dutch's end. Even at the very end Arthur was calming and advising Dutch over the drunken rants of Molly's. So, if he hadn't died he would have still been there for Dutch. Saying Arthur was a protagonist, well, I would have to point out who was at the start and was there in the end long after Arthur died. The story followed Dutch. Everyone followed Dutch. Arthur was just Dutch's muscle. It felt like Arthur was the main character only cos you were forced to play him but Arthur only did what Dutch ordered him to do. Dutch was the leading character and was the only one that stuck to his cause and ideas.
