Can't clean my clothes (details in post)

Title. Recently started a new game. I've known for ages that taking a bath will clean the clothes, and so will having a dunk in a river.

However, no matter how many baths or river dunks, Arthur's clothes remain covered in crud.

Some quick notes about my predicament:

• I'm not usually near Rhodes, and it's not the reddish clay/dirt from there
  
  
• I have tried saving and restarting my game, no luck
  
  
• "Swapping" outfits at the horse doesn't work either. I just get a new or the same outfit caked in dirt.
  
  It's been forever since my last playthrough. Is it locked behind a quest? I haven't been questing much and have been focusing on side stuff. Still at Horseshoe Overlook and have only done a few things there.
  
  Or is it just super bugged? I don't know if i can go through the whole game with a crusty Arthur.
  
  Any help is appreciated.

There's a small chance it might be locked behind that first quest where you get in a fight at the saloon and the game teaches you that you can take a bath or go swimming in the river to clean yourself up.
