Cant modify sleeves

im playing as john and i can no longer roll up my sleeves. it used to work perfectly as arthur and the first epilogue, but now it just wont let me. im want to modify the stand-collar overshirt, which doesnt work altough none of the shirts can be modified. i press space to go on modify and the three options of collar, shirt and boots are presented, but only the sleeves one doesnt work, i cant even click it.

Go to a cold weather area and change. Won't let you do it in hot weather.
