Not always. DX12 option doesn't seem very stable on the RTX GPUs, but stable on the GTX GPUs; which honestly doesn't make much sense.
And yes 13900 and 14900 and probably 14700 having issues in tons of games. My 13600kf no issues at all. Well unless i try to overclock it then all hell breaks loose. Some are cpu issues that can be RMAed. Some are just too aggressive settings in motherboard bioses. ASUS, MSI and Gigabyte specifically. And that includes my Gigabyte Aorus Z790. But with my cpu it's fine at stock speeds. xmp is on, hyperthreading on, all cores active, a slight overclock as well.
When you go to try DX12, apply the change, then exit the game.
Then wipe all the gpu shader cache for the OS and Game.
Set NVIDIA Shader Cache to 10GB or more.
EVEN still. there's apparently a known issue with rockstars engine where the game will ALWAYS start to stutter when it breaches 144fps. I can handle a few stutters and tbh I don't expect to play RDR2 on ultra in 2k at 165hz but it doesn't seem like there's an actual FPS cap in the game setting and it is disappointing how much Rockstar seems to not care about PC players. Especially now consoles seem to be on their inevitable march into obscurity and even when RDR2 came out PC gaming was huge.

Modders are just there to crash people and harass people just like they did in GTA back in the day. Like spamming explosions to crashing people's games.
It amazes me that these game companies are more focused on politics and insert agenda here then fixing their actual bugs and games to prevent this abuse of their player base. All I can say is based on how RDR online and GTA online went and is currently GTA 6 will be a absolute ♥♥♥♥ show out of the gate and a decade beyond.
I refuse to play RDO lol. For that reason and because even without hackers it's the same toxic wasteland as GTAO on top of being ridiculously grindy on purpose to shove MTxs down your throat. There's a reason why the RP servers got so popular, And because Rockstar wasn't making money off of them, a reason why they bought up the people enabling RP servers to exist.
RP servers through RedM initially was done for the simple fact that it's quite easy to get bored for many players in RDO as you run out of stuff to do, spend money on, etc. Although it's not that hard to obtain money and gold in RDO after the Blood Money and Roles updates came out to where you really do not need to pay real money to obtain Gold. But RP servers via RedM also allows for various Modded changes server-side for a unique RDO experience and also have some realism to the game as well.
Every game can be a grind of sorts. That's generally a given in order to keep things rolling. You can role play within normal vanilla RDO if you link up with good people.
