Headshots for anyone or any animal are pretty much insta kill unless you're using a varmint rifle to kill alligators etc.
The right weapons with the right ammo will do the trick every time.
Wrong. Clean my guns like Arthur had OCD. Springfield rifle with upgrades, good ammo for the NPC. Revolver, good ammo on the wolf. I also said the wolf took 2 to the head. If I had a varmint rifle for the wolf I would agree. As for the NPC...5 rounds from a .22 cal rat-shot to the chest/stomach is going to put 98% of people on their knees at best. A springfield rifle is a .45 cal. Once again...someone who doesnt know what a bullet does to a human or how calibers work. Once again...is there a setting or a MOD to help with this??

usually with npc ya can use a rolling block with regular rifle ammo a headshot or 2 or 3 to the body which is pathetic because ya can usually kill anything with it with one shot .. if its an animal .. it at least wounds it to where it bleeds out ..
ya shoot a guy he goes down flat then like a zombie he gets back up and is engaging you again...
But before you try a mod, please know that you basically need to use Express Ammo at all times. If you do not have access to this yet being it too early in-game, then use either Split Ammo (you make these at camp fire using regular ammo); or the High Velocity Ammo if available. Head shots on basically anything is insta-kill; however on humans who are wearing a hat, there is a chance the first shot just shoots the hat off.
If it's an Alligator or Wolf, sure you might kill it in one shot to head with Volcano Pistol w/ Split ammo even; however since this is the wrong weapon to use for them it will destroy the Pelt in the process.
If you have hard time getting head-shots, especially with Pistol or Repeater, try using Dead-Eye. Very early on in the game, Dead-Eye works as an auto-marker so you have to be more careful since it might mark wrong spot then you intended or mark many spots and just waste ammo. Try to brush across their face with the dot to mark their face/head, then fire.
