Why require 140+ GB download for an update?
Is there a way to opt out of this update? I would really like to enjoy the product, but it is impossible for me to update it without moving my computer, or SSD to another location.

Some of us have limited bandwidth. Some of us cannot download 20 GB without trouble. So, why, tell me, would an update require 110+ GB download here on Steam? This is a game I have played off and on and after the initial download I have been forced to do HUGE downloads just to continue enjoying the product. It seems inept to force an entire package for an update. Why not just he altered files?

I am forced to do downloads at alternate locations, and this is getting old. Two entities do this regularly and it has made my investment in their products questionable. One, I have not been able to launch for over a year. I simply cannot use the bandwidth required to perform the update. And, a lot of the time if I do, they follow it a week later with another update. It is futile for me to try. Again, I cry Ineptitude. There is no reason the entire package needs to be transferred, this is just laziness. Sure it is easier to package it all up. But please do not do this. Deploy updates more intelligently, please.

I have a Data cap! Many people have Data Caps! 20 gigs a month! Then speed is limited to less than 1000 Mbps.

My download speed is 3800 Bps on a good day. (Only when below data cap)

I share that bandwidth for twelve hours a day. This limits any downloading to the other twelve hours.

This means to download 110 GB will take well over a week! A WEEK! Why would an update require complete replacement of the entire package?

There might be something wrong with your PC that is causing you to have to or require to download said update / patch, as of yet there has never been a huge update in this past months that i've noticed for this game.

If you get your game sorted I think the game won't auto update if you go into offline mode of steam. If RDR2 is one of those nasty games that requires you to be online to play SP, that's BS.
DiRT Rally 2.0 makes you download all it's DLC content even if you don't pay for it, and AFAIR every update was a complete re-download of the entire game. AND you need to be online to play SP. AND if you don't buy any of the DLC, it's like 80gb on top of the base game taking up space on your drive that you'll never use. Cool game that I uninstalled after 4 hours of playing because of all of the above.
A local internet cafe or computer repair shop might be able to take your rig for a night for not much money and use their unlimited high speed. The kids at the local BestBuy are cool and would probably do it for free.

Good luck.
