Is Arthur a bad person?
Arthur, as I understand it, was raised under the influence of Dutch, and he is something like Robin Hood - take from the rich, give to the poor. Accordingly, what would Dutch say seeing how Arthur robs some poor fellow? Would he condemn him?

In general, how antisocial is Arthur's behavior? Does it make sense to play Arthur with low honor from the plot's point of view?

All of the main characters are scumbags clinging to the last vestiges of a western culture that is modernizing around them and they refuse to join the modern world. Arthur's death of of tuberculosis contracted while beating a sick man half to death over a scam is pretty much him getting exactly what he deserves

As much as people want to say otherwise, yes, Arthur is a not a good guy. At best he's neutral prior to chapter 5 & 6. Dutch would 100% give Arthur crap for robbing somebody who is no better off than they are and not only just because it would draw unwanted attention to them.

He seeks Redemption chapter 5 onward, but at the same time he's being really disloyal to the gang for no particular reason which in turn forces Dutch to start doing things against his better judgment as well.

So yeah, rob trains and anyone who looks at you funny to your heart's content if that is what you think you should be doing, you're going to need to anyway to 100%.
