Do you have OneDrive or similar cloud backup app on your system?
This could be re-syncing old data back into your Documents structure.

Please share screenshots of the errors; as long as it does not share any personal info; such as your email address and alike.

Download latest Rockstar Launcher from socialclub.rockstargames.com

In Windows go to Settings > Storage or Apps and uninstall Rockstar Launcher and Rockstar SocialClub.

Go here and delete the contents inside each folder...

Documents > Rockstar Games > Launcher

Documents > Rockstar Games > SocialClub

%LocalAppData% > Rockstar Games

Right click the newly downloaded Rockstar Launcher > click Run As Admin

Install it all. At the end untick the box for run the Launcher.

Go to Properties for these files and set them each to Run As Admin...

Steam.exe
Launcher.exe
LauncherPatcher.exe
PlayRDR2.exe
RDR2.exe

Restart Windows.
Run Steam Client.
Run Rockstar Laincher.
Log into Rockstar Launcher and before actual login, tick boxes for Remember Me + Auto so they are both Orange to indicate they are enabled. Now login.

Run RDR2 from the Launcher

If what Bad Mofo said doesn't work..... Edit your Steam's Appmanifest for the game so that it tells Steam your game is installed but needs an update. Your rdr2 game library will be checked and rebuilt properly. Game should run fine after that. But definitely make sure you install the Standalone Rockstar Launcher like Bad Mofo said above, don't let Steam install it.

Verifying files for RDR2 in Steam does not seem to work right, at this moment. Forcing the game to check files before an update seems to properly verify and fix any corrupt game files for RDR2.

If you have no idea what I'm talking about, there is an appmanifest posted in this forum already. However, it's language is set to Russian. If you want English you just have to change the word "Russian" to the word "English" in the Appmanifest file before trying to run your game. If I'm not mistaken the language is towards the bottom of the Appmanifest file.
Where do I find these appmanifest files?

Then you have some anti-virus or some other kind of software screwing with the entire process would have to be my guess.

Ok then you need to run health checks on your drive(s) and also run CHKDSK /R inside CMD (Run As Admin) for each drive letter and see if there is an issue with a drive perhaps.

Do you have any of the game clients in OS Startup?

Also, what you mean by access to the disk?
You don't know how to check drive health and run stuff like CHKDSK?

There is no "app" to download; just change your Network Adapter's IPV4 DNS.
Or change that in your Router.

Ensure you take the time to Verify the game once finished the download to ensure no missing and/or corrupted files.
