Mexico was infact planned to add in rdr2, because of ambient sounds, Town LODs, town outlines, mexican army with their dialogue and some cut bounty.

Rockstar rebuilt New Austin by porting in the old assets from RDR1 and using them as a base. That's why mexico is there, that's why there are the old 3D poloygons in the distance. Mexico was never planned to be playable, it is not cut content like Guarma.
