Report a translation problem
RDR2 probably won't show as 100 percent on Steam. Since that probably would require ALL achievements to be unlocked. Including RDR2 Online.
However to get all 51 achievements, yes you must do the RDO ones as well.
To get 100% in Steam you have to get all 51 achievements :
- 34 achievements in Arthur's story mode including the one you mention "Best in The West"
- 17 achievements in Red Dead Online
"Trusty Steed" achievement can also be acquire in Red Dead Online.

Maybe I can help answer your question and achieve your 100%. Online Achievements aren’t that hard.
I just complete my online achievements 17/17 today in 130 hours (include doing AFK, online story mission, Bounty Hunter, Collector and any other stupid things), that means you can get it lot faster than me if you only focusing on getting the achievements.
FYI, I only play Red Dead Online and did not touch single player missions yet (planning to do it later)...
All you need to do:
1. Get 15 gold bars.
You can get 10 free gold bars by activating R* Social Club 2-Step Verification, you'll get the in-game reward after waiting max 72 hours IRL. You can get the rest 5 gold bars by doing daily challenge, free roam mission, etc…
2. Buy Collector Role from Madam Nazar if you only care about the achievements.
3. Collect complete set of collectibles and sell it to Madam Nazar and get massive EXP and MONEY. Just repeat this step over and over… You’ll get to level 50 in no time, and you can buy stable, horses and pamphlets for crafting ammunition. You can use online map for collectible location.
Once you get 15 achievements, the last 2 achievements will be quite hard (you’ll commonly see people ask help for this two achievements), but it's will be very easy if you have friends to boost it.
1. All’s Fair. It’s easier if you boost it with friend.
2. The Real Deal. You can do it Solo (need public lobby) and take part in Race Series, or you can boost it with friends.
To make it easier, I recommend playing in private lobby (no hacker/modder/crash).
Hard to say. I've spent over 800 hours in Online and am player rank/level 238
I have everything the game has to offer, even everything from mostly all the previous Season Passes which had unique items. However I missed out on Halloween Season Pass 1 because that was in Oct 2020 before I bought the game in Dec 2020. I already had it on PS4 at release but never bothered with the Online Mode on there.
Own 5 horses was easy fairly early on because for me, I can have as many Breton and Thoroughbred horses as the Stables allow for, each are free of charge to me. Breton is a terrible horse so once I did that achievement I just discarded 4 out of the 5 Breton horses to free up space for good horses like Missouri Fox-Trotter and Turkoman. In RDO you can have up to 10x Horses. Too bad Story Mode didn't allow for more at one time.
Overall, for people new to RDO, probably the hardest ones to do would be these listed below.

Red Dead Online: Reach Rank 50.
Buckle Up
Red Dead Online: Achieve 5 gold belt buckles from awards.
^ By the time you reach level 50 though you should have these.
Some simply because of the overall time it takes. For the Camp one this will require that you've leveled up a bit first. At player rank/level 65 you are kind of just getting started to be honest. Because of having to wait for various Weapons and Camp Unlocks and such. The rest are fairly easy enough. However some of the ones I say are easy, may require that you at least have a couple friends in-game you can work with. As you can do ones such as these easily with friends:
Strength in Numbers
Red Dead Online: Complete a Free Roam mission as part of a Posse with at least 2 members.
All's Fair
Red Dead Online: Successfully counter a rival Posse's Free Roam mission.
The Real Deal
Red Dead Online: Achieve MVP 3 times (in a round with at least 4 players).
