All comments i see about this bug are with DDR5
I checked all this things with the Rockstar support, but it start to become useless as they don't escalate the ticket:
Delete & reinstall the game

Launcher.log
Uninstall/Reinstall Rockstar Games Launcher
Launch everything with admin
Windows reboot with minimal setup
sfc/scannow
Vulkan to DX12
DX12 to Vulkan
Open with "-ignorePipelinecache -USEALLAVAILABLECORES -high"
msched.exe
And at the ultimate end asked me to try another savegame/newgame (i tried with a 2019 save, a new one, nothing changed)

I have a 3060 and the game runs at a smooth 90 fps on ultra all tho some of the shadows are on high but still 90 fps is butter smooth all you need is a stable 60+ fps
p.s like Britney Spears diet coach on FAMILY GUY said you don't need gravy on everything.
On my side i've seen an amelioration by:
- Going in the bios and activate the Intel Rapid Storage
- Reinstall VC++ (x64)
- Unplug unecessary USB
- Pass the game in fullscreen mod & 60Hz
- Pass my desktop on 60Hz
I also got better resuld passing the game from M2 SSD Samsung Evo 900 (7000Mb/s) to a SSD Sata (3500Mb/s).
I've disabled HAGS & Gaming Mod.
Hags is in:
Parameters > System > Screen > Graphic > under "default parameter" on the top
Gaming mod is in:
Games>Games mod
Worth to mention that this is a relatively new issue, when I played more than half year ago - it was working great on a same config (13700KF, 2080Ti, 32GB RAM).

On my side i made a full reinstallation, going from W11 to W10. Check for all motherboard + CPU drivers and install properly things one by ones and it worked with some graphical option OFF (Default setting + DLSS + Furr setup max was fine, maybe three tesselation made ♥♥♥♥), and got no problem, but i had some crash on Cyberpunk 2077 i'm confident it will be fixed (nope, we never know until testing haha) .
Welp, for my case disabling HT was the only thing that helped. Still worth to mention that I'm not using any mods so softlocks because of AsiLoader (version.dll) wasn't an issue, it was HT.
