5fps? does anyone have a fix for this type of performance?
I randomly had this become an issue a few years back. but after fully upgrading my computer I still have the game running at 5fps when ever I get into the game. I have tried lowering my settings and turning off everything that could lower my fps.

but at this point I have a 4070 super, amd ryzen 7 7800, 36 gigs of ram, on a m.2 drive, aorus elite ax ice mother board.... I cant put this to a hardware issue. is there a patch im missing even off a fresh install or a setting im missing with this?

im hitting a max of 7 fps in game and around 30-45 frames while loading in, does anyone know what the issue is? im at a loss at this point.

Since lowering the graphics settings did not work, I would ask: Have you updated the Nvidia driver to the latest version, 572.16? That version seems to be causing issues for some users when used with DLSS. I would advise using a stable version, such as 565.90.

Is over-heating issue btw?
Maybe your PSU isn't giving it enough juice? I've got a 4070 rtx and a 5-yr old i7 9700k and am pretty much 100+fps all the time
havnt updated my drivers yet I've been pushing it off, and no over heating issues, just doesn't want to run. I had this issue on my last pc but just chopped it up to an old pc. But everything in my current pc is fresh.

Maybe but idk I've got a corsair RM 1000e psu in my pc rn

If you're on windows go into: C:\Users\YOURNAME\Documents\Rockstar Games\Red Dead Redemption 2\Settings
and delete any files starting with 'sga' as well as the system.xml file.
Verify game integrity through steam as well.
Gpu scheduling on in windows?
max performance option in game mode?

either the power supply isnt delivering enough power or you have the hdmi cable/dp cable on the motherbord so you re using the cpu integrated graphics (prob second option)
