Hope you're getting your verification-code though.
Uninstall R* Launcher and R* Social Club and delete their folders found in prog files x86, prog files and your documents folder.
After that launch the game via Steam and everything you need to play the game should be freshly installed.

but i think being hacked and no longer having acces to old email accounts wil get you in the same trouble that I am in
Depending 'when' it was 'hacked' - you may even get an email from R* - telling you of this change, and it has a link in the email to recover the account yourself (provided it hasn't expired). This email can be in another language.. .spam.. filtered... etc.
As for the date of linking - you can look at your steam purchase history, your R* games on steam, and the earliest date of achievements on them - to help narrow down to the possible day/range of dates in which your linked your accounts. Also assumes you haven't bought other R* games earlier, linked, and refunded.
Regardless, wrong answers to R* = instant trashed ticket.
Some get this fixed in hours, some.. days.. or more.

edit - It should also be noted that when you contact R* about a useless old email address - they will likely want to confirm you on the 'new' email address you are attempting to use to communicate, and sometimes do not directly say it. Obviously, don't be silly and use the old email address as point of contact while placing a ticket.
This is a good reply that basically sums up my experience with countless futile attempts to get Rockstar support to unlink my Steam account from the Rockstar account associated with my old email that is now dead. I have provided all documentation to prove ownership but nevertheless every ticket I create ends up getting closed after a series of hoops run by automated chatbot routine. It is incredibly frustrating to deal with and I have given up at this point and consider my RDR2 Ultimate + Max Payne 3 lost.
