What’s weird is I beat this game in 2023 on the same pc I’m currently using, and I had absolutely no issues. I return yesterday to play again and suddenly I’m getting exactly what you are describing.
The only thing I’ve seen that might work is to launch the game, then open task manager and set the RDR2.exe to efficiency mode. I haven’t tested this a ton yet but the one play session I did this, I had no issues. There is another person on these forums who said they have had success with that as well. That person said it caused slight microstutter for them but I didn’t notice that myself
