Again, /goodluck. Some people get this fixed hours. Others.. don't.
edit - As for the recent 'account'/connectivity issues - working fine again here. Most of these are temporary at best - despite how much screaming the community does.
edit - as for the 'link date' question they like to ask -----
Look at your achievement dates on steam for all.. of your R* games (or the ones that required a social club account / steam account linking). Find the earliest. Compare that with the purchase date in your steam purchase history. If it is the same date - there is a good chance that is the date. If there is a span of days between them... all of those days could be valid. This method of course isn't perfect - like if you refunded a product after linking, or.... linked.. and didn't get an achievement for like... a 300 days... or a few weeks of troubleshooting, etc.
Or, tell them to ask you something else to help confirm your ownership - if they can.

I contacted support, if I can solve the problem, I will write here.
2) Create a NEW e-mail address.
3) Provide proof of game ownership, such as the Order ID or receipts from the store where the game was purchased.
I used Chat GPT to communicate with support, and it was a huge help! =)
I haven't got a scooby, the email confirmation to my old email account that this was sent to was decomissioned years back. My steam receipt of proof of purchase is not enough for Rockstar. I'm locked out of all the rockstar games I've bought on steam
