How lol. My 3070TI was able to handle this game in native 4k at locked 60fps
To fix gsync set Vulkan/Open GL Present Method to Prefer layerd on DXGI swapchain. Should also fix Alt/Tab issues and Overlays.
Control panel/Manage 3d settings/Program Settings/selectprogram/scroll down to last option Vulkan/OpenGL present method/set this to Prefer layered on DXGI swap chain.
You can also do this optionally but I don't for this game as i like to swap between API's;
Steam game properties put this in launch options for Vulkan games if needed.
Actually there is one more thing to try. Change API to DX12 in advanced graphics section. I'd suggest not using the --keep-vulkan-layers or it may screw up rendering or more likely force it back to Vulkan.
If that doesn't help go back to 566.14 drivers which is last driver without the app. Seriously don't use that app. If you are using it disable whatever it's trying to do to the game.
Also it's a laptop so you have lots of things to try. I'm not going into specifics as they're just too many to list. And you did check the basics.
