RTX 3070 laptop underperforming
I Have An Acer Predator Helios 300 ph317-55 laptop with an rtx 3070 140w mobile i9 11900h and in Red Dead Redemption 2 it can barely even gets 50 fps even at the lowest possible settings, i have it set to use the rtx 3070 in nvidia control panel and i have set my power usage to max and its plugged in but no matter what settings whether it be highest or lowest it can never reach 60 fps or at least 55. Now A Youtuber named Zwormz did a video with and rtx 3070 mobile https://youtu.be/El-TNAK5bto?t=165 got WAY higher fps, (i know it has a different cpu but same gpu and rdr2 is gpu intensive)

Turn msaa off . Also turn game filters and photo mode off in the nvidia app.

I've got the same issue on MSI with RTX3070TI 8Gb. MSAA and FXAA are turned off. All settings are set to the lowest possible values. I 've got around 60 fps

How lol. My 3070TI was able to handle this game in native 4k at locked 60fps

'gaming' laptops notoriously overheat, cause thermal throttling, which looks like under performance but it's an overall system cooling problem.

Use optimized setting, if u are not into online then use Best TAA mod and lower brightness abit.

I get solid 90-100 fps lol with optimized setting, best taa mod and a bit lowered brightness and game looks magnificent.
You didn't fully include the model # of the laptop. There should be more at the end such as -71YX or -93L3 or whatever. If it's a Gsync model and you use Vulkan you need to do 1 of 2 things. Either disable Gsync or do as below;

To fix gsync set Vulkan/Open GL Present Method to Prefer layerd on DXGI swapchain. Should also fix Alt/Tab issues and Overlays.

Control panel/Manage 3d settings/Program Settings/selectprogram/scroll down to last option Vulkan/OpenGL present method/set this to Prefer layered on DXGI swap chain.

You can also do this optionally but I don't for this game as i like to swap between API's;

Steam game properties put this in launch options for Vulkan games if needed.

--keep-vulkan-layers

Actually there is one more thing to try. Change API to DX12 in advanced graphics section. I'd suggest not using the --keep-vulkan-layers or it may screw up rendering or more likely force it back to Vulkan.

If that doesn't help go back to 566.14 drivers which is last driver without the app. Seriously don't use that app. If you are using it disable whatever it's trying to do to the game.

Also it's a laptop so you have lots of things to try. I'm not going into specifics as they're just too many to list. And you did check the basics.

guys it was f*cking RAM all along, i had 1 stick of 16gb 3200mhz and 1 stick of 8gb 3200mhz however i changed it to two sticks of 8gb ram and fps is higher lmao im such an idiot

I can play native 4k 60 fps with HUB optimized settings on my 3070 Laptop. You are probably thermal throttling. That's why Legion Pro series are one of the best laptops.
